people. I am therefore authorizing one month's paid leave and
reimbursement for round trip airfare for any of our people associated
with a qualified aid agency - such as Engineers without Boarders – to
go to the aid of these countries. This is limited to two people at
a time from the Grass Valley, Lima and Santiago offices, and one
person at a time from the other offices. Please broadcast this offer
to your people at the earliest date and keep me informed of anyone
interested in this offer.

At 2:28 p.m. today, all of Chinese citizens nationwide will observe a
three-minute silence to mourn quake victims, while air raid sirens and
horns of cars, trains and ships will wail in grief.
Let's mourn for all victims, who were our brethren. Let's pray and do
something for the alive, who are our brothers and sisters. And we
will cherish much more the time with this world.

5月21日下午,记者终于联系到了赶赴地震灾区抗灾的张晓健。
张晓健是清华大学环境科学与工程系水研究所所长,近年来,他成功完成了多次水源突
发性污染事故中的应急供水工作。"我是19日和清华大学第二批专家队一起从北京赶来
的。目前,我还在成都。成都的供水管网基本没有被破坏,只有一处水泥管爆管,两处
钢管的自动排气阀有开裂现象,比预想要好得多。这几处破损当天就修好了,水质也没
有受损。"张晓健说。
据悉,他带去了有关水处理的实用手册。主要用于处理高浊及微生物的10吨临时应急药
物也已发往灾区,处理的水量约能供10万人使用半个月。
这次地震是对基础设施质量的一次考验。据悉,目前成都、绵阳、广安三地主城区供水
设施受损比较轻,基本能保证供水,德阳地区的情况要差一些,水压不足。另外,大部
分受灾严重的县镇仍只能维持应急保障供水水平,人均日保障用水100毫升左右。都江
堰、绵竹、什邡等地水厂经过抢修后已经恢复供水,但由于管网受损严重,在水厂将所
有加压水泵全部开启后,水压仍达不到正常水平的1/3。
"从北京、上海、郑州、温州、济南、重庆以及全国各地赶来的抢修队、测漏队都在紧
急抢修各地的供水管网。到目前为止,四川只有两个县市没有供水,就是受灾严重的北
川和汶川,供水设施已被完全摧毁,无法抢修。其他县市都恢复了供水。"张晓健说。
目前在彭州考察水源地的清华大学副校长、清华大学专家队领队陈吉宁在接受《科学时
报》记者电话采访时说:"我是做环境的,主要来考察水源地的情况。目前来看,情况
还好。"
他还简要介绍了清华大学专家组的工作情况:"我们清华陆续派出了31位专家来灾区工
作。分别负责房屋安全鉴定与检测、突发城市公共灾害管理、山区道路桥梁设计与建设
、水库灾害评估、心理干预、环境与供水安全等。各小组都在各个灾区争分夺秒地工作
,灾区亟须专家们尽早对堰塞湖、大坝、桥梁、房屋的受损情况作出评估,住在大街上
的受灾群众很多,生活办公几乎都在外面。"
世界卫生组织编写的《灾后疫情分析及防范》警告说,持续提供安全饮用水的保障,是
大灾后最重要的一项防病措施。
另外,《科学时报》记者还接到环保组织自然之友的求助邮件:"请前线有工作站的组
织或到过前线的志愿者、记者将了解的灾民安置区的饮用水情况迅速告知我们,我们正
在与企业合作,捐助饮用水处理设备,亟须找到有迫切需求的地点,请大家帮助我们。"
