The Humanitarian Accountability Partnership (HAP-International) endeavors to make ‘humanitarian action accountable to beneficiaries’ and runs the leading global quality assurance scheme for humanitarian agencies. It certifies agencies which comply with the HAP 2007 Standard in Humanitarian Accountability and Quality Management * thereby providing assurance to disaster survivors, staff, volunteers, host authorities and donors that the agency will deliver the best humanitarian service possible.
Recently HAP released the 2007
Humanitarian Accountability Report (see attached). This report highlights
the overall levels of accountability in the humanitarian sector measured by survey
in which feedback from aid-workers of national and international organizations
(HAP and non-HAP members) located at the headquarters and in the field was received.
Respondents were from international NGOs (65%), while 12% were from UN agencies, 10% from national NGOs, 5% from donor organisations, 3% from research bodies and other types of organisation, and 1% from a host government. The largest group of respondents were from Asia (43%). This was followed by Europe (25%), Africa (18%) and the Americas (10%).
Over 420 disaster survivors in Pakistan, Bangladesh and Northern Kenya were interviewed and their feedback makes the Report comprehensive and pertinent.
Some findings:
§ The humanitarian system reports progress in codifying accountability and quality standards and tools, but still lacks
consistency in their application.
§ Opinion/Perception Survey reveals that the highest levels of accountability is to official and private donors while lowest is to disaster survivors and host governments.
The report also contains the HAP Secretariat Annual Report, Members’ Accountability Workplan Implementation Reports and Good Practice Case Studies.
Please note that since the release of the Report a total of 5 agencies have been certified by HAP.
