The city is willing to consider planters and green growing things by
the well -- IF we can undertake to tend the plantings.

My thought is that if we had a team of a dozen, say, who were willing
to take turns, it wouldn't be too huge a job for any one person. I'm
willing to organize such a team.

Any volunteers?

Sure. I like doing stuff like that. Happy to do upkeep when I get
water.

Huge planters could probably accommodate a modest, clumping timber
bamboo as well, which would be evergreen. Diana Witch Hazel is
another thought--a shrub/small tree, slow-growing, that flowers in
winter. My thoughts--keep some green always, be moderately showy, and
summer will be the real workhorse with accompanying greater potential.

Planters will need holes in the bottom, obviously. I'm happy to bring
a truckload of good soil.

I suggest bringing this need to the attention of the nearby
neighborhood associations -- in order to drum up volunteers from
there. The main two associations that come to mind other than the
Downtown Neighborhood Association (residential) is the Eastside NA and
Northwest NA. You could even look into enlisting the support of the
Downtown NA (business) -- the beautification of the well is to their
advantage as well.

Wow, what a different conversation this is with the city from just a
couple years ago. I am very pleased.
