Sub - Complaint , information and petition letter on Financial loss to Government Exchequer as illegal and Public Nuisance act of dumping of Garbage on vacant site of Auto Market and Jail land in Gurgaon by Municipal Corporation , Gurgaon . Appointment of Insufficient cleaning staff  by responsible agencies in Gurgaon .

This has in the reference to the subject sited above . 

Three letter issued by the Administrator , HUDA , Gurgaon dated 12.12.2014 , 14.12.2014 ,16.12.2014 ( copy attached ) with Endst nos 17879-80 dated 15/12/2014 ( Removal of Encroachment on HUDA land to respective Estate Officers of Gurgaon , 17872-75 Dated 15/12/2014 ( Clearance of malba from vacant HUDA Plots ), 17973-74 Dated 16/12/14 ( Clearance of garbage from vacant HUDA Plots ). 

The latter dated 12.12.2014 & 14.12.2014 proved that there are serious irregularities in despatch register as latter dated 14.12.2014 contains the number 17872-75 and latter dated 12.12.2014 17879-80  . The gap of three numbers must on some other letter/letters with some other date ! How these kind of things can be ignored ? This is the act of the office of Administrator HUDA , Gurgaon .

Municipal Corporation Gurgaon ( MCG )is responsible for the dumping of Garbage , Building waste material and waste on vacant site of Auto Market as well Jail land . The act of MCG must be investigated as they are responsible for the disposal of garbage of Gurgaon and how 45 acres of land polluted without any prior permission . Now HUDA will bear the cleaning cost of more than Rs.15 crore ( Fifteen Crore ) . 

1. Fix the responsibility of erring officials for not performing their duties .

2. Action against cleaning agency .

3. Financial penalty as well action under Public Nuisance.

4. Total cleaning staff must be numbered with their Aadhaar Number and location of placement .

5. Cases must be filed against erring officials under Public Nuisance .

6. The collected garbage waste must be public with disposal activity online . 

7. Monitor system must be launched with immediate effect to save money and required results .

Orders issued by the Administrator , HUDA , Gurgaon to Engineering wing of HUDA  dated 14/12/2014 must approved from High Power Committee as there is no provision in the PWD Code or anywhere else to make expenditure in the cleaning head or with draw the orders .

The Swachhta Abhiyan and Good Governance Day was celebrated across the State of Haryana and Country on 25/12/2014. The Abhiyan should be Honest as the Prime Minister of India has been making all-out efforts but it was just a show off ..

The working of Municipal Corporation Gurgaon and Haryana Urban Development Authority has not only defeated the call but taken a step to mount corruption in these matter as raised in Subject .

The prayer is to investigate the matter and take action as per the law .

Sub - Orders to open all HUDA Offices on 20,21,26&27-12-2014 in Gurgaon by the Administrator , HUDA , Gurgaon . Forced Holidays cancelled without taking quantum of pending work raised question mark on Good Governance .

The orders dated December 19 & 20 , 2014 issued the orders to remain open all HUDA Offices on 20,21,26&27-12-2014 to the Superintending Engineering , HUDA Circle - 1 & 2 , Gurgaon , Executive Engineer , HUDA Division no 1,2,3,4,5,6 , Horticulture , Electric , Gurgaon , Estate Office 1 & 2 , Gurgaon , Chief Account Officer , HUDA , Gurgaon , Land Acquisition Office , Gurgaon , Distt Town Planner ( P ) , Gurgaon   .( copy of letters attached )

The orders issued by the Administrator , HUDA , Gurgaon indicates that huge official work , other important work , time bound matters were pending in all the offices and in last 45 days none the office did not perform duty ! Though the the Administrator , HUDA , Gurgaon did not demand the list of pending official work , other important work , time bound matters from any of the office . Even after eight days the Administrator , HUDA , Gurgaon did not summoned the list of  official work , other important work , time bound matters completed on on 20,21,26&27-12-2014.

There are many important matters like pending JSIC , inquiries and implementations of the orders issued by higher authorities and  pending estimates  are pending in the office of the Administrator , HUDA , Gurgaon . 

The mission of good governance applies on all segments . We the people of Gurgaon need efficient working by all the offices not slave system . No one checked anything ! The resources were wasted on the account of Government . It is requested to inquire the whole matter and call record of four days those are in question . It is important that all offices attend People and their grievances and resolve with in time frame . 

It is requested to look in to pending / delayed projects those are more important . It is still not clear that the Administrator , HUDA , Gurgaon had informed higher authorities or not ? If not , this is a matter to call explanation to give justice to ministerial staff .  

This is not only a human rights violation but violates the service rules too . This is just intimation and if it repeats we will take legal action .
