Michigan’s initial legislation had a refillable component, though I don’t recall that it was a minimum % requirement.  It’s been 50 years since I campaigned for the initiative law, but remember there was a special “Michigan refillable standardized beer bottle” that multiple brands could use(similar to Oregon’s current voluntary one) the “incentive” for use was that the deposit was only a nickel —perverse to the economic incentive to refill, but was a recognition that the public we’re led to believe the oppositions’ framing that the deposit was a “tax” and would see a lower “price increase “ for  the 6 pack with a nickel…..

percent of containers to be in refillable containers?
