Municipal data collection on MRF performance

Hi All,

I'm interested in models for good data collection on MRF performance. This would include volumes on inflows and discards; characterization of both; capacity utilization; abilities to separate harder waste streams (e.g., smaller pieces, black containers); the quality of recyclables marketing; the use of risk management tools such as futures contracts on core commodities; etc. I'm looking for collection and release of this data at the facility-level, not industry-wide averages.

While I suspect no location does it perfectly, are there municipalities that you think do a strong job collecting data on the operating strength and characteristics of the MRFs they use?
