More leaf discussion

I had to get clarification on one part of this letter: "...some of the
bike lanes are high priority and it is OK to do away with leaf
collection on some of those streets."

That seemed confusing. I think leaf collection is even greater on high
priority streets but that it is not OK under the current plan to put
leaves on these streets.

I was also disappointed to see the R-G brand it as a "leaf war" in a
recent editorial.
