Patch submission for WebApp classloader parent

This just changes the default webapps's parent classloader to the
context classloader, rather than the System classloader (Tomcat's
default). This help with GWTTestCase/JUnitShell under Maven2.

Have you submit this useful patch as part to some gwt ISSUE?
(and then lets hope that it makes into gwt-1.4)
