[repost] Different order in results: all regions/one country

Hy,

This looks like a bug to me, but perhaps someone here can help me see
clearer:

I'm searching for Benfica (portuguese soccer team):

http://www.google.com/trends?q=benfica

The first city that appear is Montijo. It's a portuguese city.
Followed
by other portuguese citys to the 9th. Normal, I guess.

Then I change the search criteria from "All regions" to Portugal.
I would expect the list to remain almost the same as most of them are
already portuguese cities.

But, strange enought, there is a new city at the top. Beja. That is,
also, a portuguese city. As that wans't enought, the order of the
same
citys that appeared in the perviouss search has changed...
