Why the fixed modifier based scale?

This tool would be far more useful if it gave not only the modifier
based scale but also the actual number of searches performed on a
given keyword. Why is Google so secretive about their keyword data?
This tool doesn't really add any value to someone researching keywords
other than to show historical relevance, which is worhtless for most
practicle applications. I mean it's not even based on the actual
serach volume, it's based on teh average search volume with a
modifier... :-/

What's the logic behind using a fixed modifier based scale rather than
a real count based scale? What practical applicaiton could this
possibly add value to?
