Thus, Intellectual Capital is one of the crucial issues related to human resources development (HRD) in developed societies. Now, it is not possible for a society or an institution to grow in "Knowledge Era", in which we all live as countries, institutions and individuals, without good strategic planning, tight implementing of mechanism and establishing intellectual capital. Many countries and institutions are almost very remote from these mechanisms due to knowledge gap between us and those who create these mechanisms. So, concentrated efforts are needed to overcome this gap. As Arab countries, we face many risks; some risks are external and other risks are internal. Some risks are related to governmental institution, performance and their visions, while other risks are related to private sector and its abilities for competition and moving towards the future. Moreover, some risks are related to civil sector and how to be organized in order to play its role in culture and civilization progress, get rid of past mistakes and work for achieving Peoples' welfare.
