W. 13th Avenue Parking Removal and Bike Lane Installation From Washington to Lincoln
Postcards were sent to residents and property owners along 13th Avenue in Mid-May describing the project and the City’s intent to remove parking on the south side of 13th Avenue and install a bike lane. Feedback from the businesses and a few residents was very positive. Only one resident along 13th Avenue expressed opposition to the proposal. The admin order removing parking was executed on June 15th and a second postcard was mailed to the same folks around June 25th explaining the admin order and providing instructions and the timeline to appeal the decision. No appeals were received.
Design of bike lane striping and a new crosswalk across 13th Avenue at Lawrence street are nearly complete. We will be working to get a contractor on board and the changes made by late October.
Lawrence Street two-way conversion from W. 7th Avenue to W. 13th Avenue
Postcards were sent to residents and property owners along Lawrence St. in Mid-May describing the project and asking for feedback on two-way conversion of the street from W. 7th Ave. to W. 13th Ave. We received feedback from eleven parties of which ten were supportive. One party who owns multiple properties along Lawrence questioned the need to change to a two-way street. After discussing the project with them on the phone they indicated they would not oppose the project.
Unless the JWN or DNA have any additional feedback to the project we plan to move forward with the two-way conversion of Lawrence St. by late October in coordination with the changes to 13th Avenue. We will send out another set of postcards to inform folks we are moving forward with the project in the next few weeks.

The JWN folks asked that an article be put into their monthly newsletter (see the draft article below). If you would like to put an article in the Downtown Neighborhood Association newsletter please let me know.
The City of Eugene is investigating changes to 13th Avenue and Lawrence Street to improve safety, access and livability.
On 13th Avenue the City is working with local businesses to complete the missing section of bike lane between Washington and Lincoln streets. Completing this critical link would create a continuous east bound bike lane from Garfield Street all the way to the University of Oregon Campus. As part of the project a crosswalk is proposed to be installed across 13th Avenue at Lawrence Street to improve safety for community members who cross 13th Avenue at this location.
In addition, the City is investigating two-way conversion of Lawrence Street from 7th Avenue to 13th Avenue. Converting Lawrence to a two-way street is in line with City transportation policies and has the following advantages:
· Reduced out of direction travel and greater connectivity of the street grid.
· Eliminates the double threat to people crossing Lawrence street, improving safety for pedestrians. (The double threat being the case in which one car stops but a second traveling in the same direction in a different lane does not)
· Eliminates south bound vehicle weaving between lanes on Lawrence St.
· Eliminates the double left turn from Lawrence to 13th Avenue which conflicts with people crossing 13th Avenue at this location.
With the exception of sidewalk access ramps that would be constructed with the new crosswalk on 13th Avenue both projects could be completed with changes to pavement markings and signs only.
Residents, property owners and businesses on 13th Avenue and Lawrence Street will receive additional information in the mail in the next few weeks.
