Suggestions cccfor cash for work for women and GBV

We are the Pan American Foundation (PADF), an organization, member of the GBV cluster, which is very much involved in the protection of women rights through its project funded by the USAID, Protecting Human Rights in Haiti (PHR).
We have a few suggestions for you that would include women in cash for work programme as well as reduce GBV in Haiti. Our 3 suggestions are specifically related to women living in camps.
1. Teams of 4 or 5 women can receive cash for the clean up and proper disposal of garbages in a particular section of their camp. Similar structures can be equally created over the camp territory. This income generating activity will contribute to the improvement of living conditions in the camp, because it will be performed by the beneficiaries themselves. Another advantage of this method of cash for work is that, it may foster ownership of the area covered and promote communication and community cohesiveness, since these women would not only have to take care of their tent surroundings, but also of those of other families sharing the same section. Such structures distributed all over the camp will serve as a deterrent for ill intended individuals.
2. Women can also served as chaperons to supervise young girls left home by working parents (with their authorization). This suggestion stems from comments made by one of our partner in Saint Marc, (a city that has received thousands of refugees from Port-au-Prince after the quake). Our partner have mentioned seeing lately numbers of unsupervised young girls in recreation parks or other public places. These girls can easily be the preys of sex abusers. As we all know, life in tents is not easy, particularly for the young generations who aspire for more active uses of their time. Therefore, teams of women could supervise the young people divided by age groups and provide them with controlled activities, some sort of a 'camp' for the youth in the camp. This method of cash for work may require a brief training lead by organization (s) working with children, but it will create a stronger sense of community membership and solidarity, while keeping the abusers away.
3. Women can also work as babysitters for young children of working parents. For this method to work better, it will take a recreation area at the center of the camp. (This could be done with the new camps being created for relocation of at risk camps population). Children not attending school could be brought every day by their parents to the recreation center ( preferably not under a tent) where they will be registered for the day. There, they will spend the day under the safe supervision of a group of babysitting women. They will be able play and will be fed until they are picked up by their parents.

Une petite réaction rapide concernant les échanges sur le thème de l’intégration des femmes dans le cash for work et possibilités de lien avec la lutte contre la violence de genre.
Pour rappel, ces discussions ont eu lieu dans le cadre du cluster early recovery, peut être serait-il intéressant de s’adresser a ce cluster pour savoir ce qui a déjà été fait et les obstacles rencontrés.
Avant de penser à des activités spécifiques pour les femmes, il faudrait réfléchir à la pertinence de quotas pour le recrutement de femmes dans les projets de cash for work en général et notamment pour les chef d’équipes. Comme Sarah le fait remarquer la charge domestique des femmes est lourde et l’est encore plus dans ce contexte post-catastrophe mais au lieu de forcément chercher des activités adaptées à leur emploi du temps chargé, pourquoi ne pas essayer dans la mesure du possible de créer des structures d’accueil pour les enfants en journée (child friendly spaces) pour alléger ce fardeau et rendre les femmes disponibles pour des activités de formation, communautaires, génératrices de revenu... Enfin, même si le cash for work a vocation a fournir un revenu pendant une période déterminée, il faut éviter qu’il renforce les stéréotypes sexuels et essayer de faire en sorte qu’il permette de créer/renforcer des capacités/compétences. Dans cette optique, continuer à cantonner les femmes à des activités de nettoyages, babysitting etc. ne permet pas de sortir des stéréotypes ou de penser dans une perspective d’empowerment. Pour exemple, il existe des associations de femmes qui travaillent dans la construction (maçonnerie etc.), cela pourrait être pertinent dans la perspective de la reconstruction et de relocalisation des populations déplacées et apporter un moyen de subsistance a plus long terme.

Je voulais porter à votre attention certaines difficultés rencontrées par des organisations partenaires qui accompagnent des femmes et filles victimes de violence pour obtenir des soins et un certificat médical notamment dans des cas de violence physique conjugale (pour les cas de violence sexuelle, les certificats sont en général délivrés sans trop de difficulté). Le certificat médical est un des éléments du dossier qui permet de poursuivre les agresseurs mais certaines structures médicales y compris celles gérées par des organisations internationales ont dans certains cas refuser de délivrer ces certificats ou ont fait preuve de mauvaise volonté. Quelles mesures pouvons nous prendre pour tenter de corriger ce dysfonctionnement ? Merci.

• Why are the more vulnerable?
1) They may have low – self esteem, or have been overprotected by their families.
2) They may have many responsibilities and lack the time to participate in vulnerability assessments, visit crisis / support centres or participate in self – help groups.
3) Since women are generally the primary – caregivers in the family their own physical and mental health may be less of a priority for them than that of their family members.
4) Women and especially women with disabilities are more vulnerable to sexual abuse
5) Women with disabilities are less likely to have husbands or be divorced due to perceptions of attractiveness, usefulness etc. Therefore besides being a women with a disability she may also be a single – head of household
• What can you do?
1) Find women with disabilities. Even if they do not attend community events, they exist. Ask community leaders, elders or go door to door.
2) Ensure that you do your assessments with the person or ask for personal information from them, in private and away from their family members. (If family members are also perpetrators of abuse you are much more likely to get this information by talking to the WWD in private)
3) Encourage the inclusion of WWDs in community – level self – help groups
4) Respect their time and work load (you may not be their priority)
5) Include them in all women’s empowerment activities, such as discussion groups, lending schemes, leadership training etc.
6) Remember that women with disabilities are women. They have the same needs to hygiene kits, sanitary care products, reproductive health information and birth control as all other women. They also have the same needs for privacy when bathing, toileting, sleeping, praying etc. Ensure / advocate for them so that they have access to private spaces
