Scout
Field IS the County park that straddles the Bronx River where Yonkers, Mount
Vernon, and Bronxville meet. Bronxville police, who are often in the
Park, do not have the authority to give tickets for violations of the
County Facilities Law, which includes the law against "dogs at large", except
within the village limits of Bronxville. The Yonkers and Mount Vernon
police have similar jurisdictional limits. "At large" is interpreted
as meaning not being on a leash of six feet or less in length (held by a human
or, possibly, tied to something). "Alfredo Field" is another park in
Bronxville where dogs are often off-leash, but not legally.
Please
remember that there are only a handful of places (fenced-in dog runs) where
dogs are allowed off leash at ANY time. Westchester County Parks does not
have any dog runs.
I
think we need to warn would-be residents of Westchester that few jurisdictions
in Westchester are at all dog-friendly. They may think they are moving to
a suburb where Lassie can run free, but they are wrong.
Furthermore, I believe that it is increasingly clear
that it is irresponsible for people to adopt medium-to-large size dogs and house
them in a county that has no place for them to be healthy. Perhaps there
are some people who are rich enough to afford the space sufficient for a dog to
run off-leash and perhaps there are some folks who can run fast enough to give
their dogs exercise. But the rest of us Westchester residents should give
up our hopes to share in the thirty-thousand-year-old link with canis
familiaris.

Hello - which one is Scout Field? I used to take my dog to this park in
Bronxville last year where the cops never bothered anyone. I mean, they would
see dogs there running around and they never said anything. The only
reason why I stopped going there really is because for 1 is too far away
for me (I'm in WP) and 2 my dog got this rash after going there, but my vet
said that it could have been some kind of weed plant, insect, anything really
and he had an allergic reaction. Anyway, this park is right by the train
tracks, I mean you could see them and hear them. And there is this pond-like
there in the back - Is this the one you guys are talking about?
