as the frame protocols agreed in the end of world war 3 togheder with
Argons scr writen issues .

This is called the frame since is an scheleton that implies other
issues.
The data base shall be preserved booth in the present form and also put
in order
booth by electronic means and in hard copy .
This is what was agreed upon and will remain unchanged .
I do not intend to add any issues in this data base unless something
critical is going.
Most of the issues in the data base will need their own forums in the
biger tree of forums under the FrameControlIssues each with his own
agenda.
The data base shall be translated to the FrameControlIssues tree set of
forums that will be keeped by the Operational Arm , Observers ,
Tribunals and UN in an ordered way .
