Query Related to API Method: media/upload

I want to upload a file with the help of API Method "media/upload" in PHP, but i am getting the following error:

    ERROR 403
      [+] The server is refusing your request.
      [+] Head on over to our home page and try again.
      [+] You can also check our status page

So i want some help to solve the error and build a php script to upload the file in my account.
