Here's my Public Testimony: Voice Control is Legitimate Use

Dear Fells Dog Owners,

Please find attached the verbal comments I made at the public hearing Tuesday night regarding the DCR's proposed new Parks and Recreation Rules.  I requested that "the DCR recognize persons with dogs under voice control as legitimate visitors in our Massachusetts Parks and bring its parks and recreation rules into accordance with this longstanding customary use".

On properties formerly regulated by the Division of Environmental Management (DEM), visitors were allowed to have dogs under voice control with the exception of some posted areas were dogs must be on leash The proposed new Parks and Recreation Rules will change the policy on former DEM lands: Voice control will no longer be acceptable.

On the contrary, voice control should become the standard policy at DCR properties.

Of course my comments alone will not convince the DCR to revise the new Parks and Recreation Rules.  The DCR is accepting written comments until 5:00 p.m. E.S.T. on Friday, December 6, 2013.
