Has anyone yet dealt with clustered-housing structures.

We've got a series of four-unit residential structures, each section of one of these structures is independently owned (not sure if condos) located in an AE-7 zone. 

The roof over one (one-fourth of the entire structure) failed, with rain water virtually destroying the interior.

Renovations to this residence will be "substantial."  With multi-unit individually owned dwellings, is the requirement to elevate based upon the substantial improvement of any one of the four units, or is is based upon the value of the entire four-unit structure?

Are they structurally independent of one another?

Nope.  The four individual residences comprise the one structure.

Just learned they aren't condos.  Each quarter of the building and lot are individually owned.

This has always been a tricky one for the NFIP.  How I do it is I base the damage against the value of the entire four unit building.  So even if that one unit is 100% damaged, it is not going to render the whole building substantially damaged.  Besides, how could you make only one unit elevate if they are too low and are determined to be substantially damaged?

 

Anyone have a different take on this one?
