CHIEF"

Greetings from the men and women of the Foothill-DeAnza
Community College District Police Department. The following
is the monthly update for April 2006. We hope you find
the information useful.

CHIEF'S MESSAGE - "Moving Forward"
Spring has finally arrived in our area and hopefully the
rainy season is over. As the weather gets better, people
begin to return to outdoor activities. I'd like to remind
everyone to be careful to share the road with bicycles and
runners that we encounter on the roads we travel daily.
Our Department has added it's second officer to the Bike
Unit, with the recent graduation of Officer Todd Costa from
the San Jose Police Department, 3-day "Basic Police Bicycle
Course". Congratulations Todd! Be sure to watch for
Todd
to join Officer Manny Respicio on our recently purchased
police mountain bikes. Again, thanks goes out to Vice
Chancellor Mike Brandy for helping our Department fund the
second police bike, along with two additional bikes for
our Police Service Aides (PSA). Our PSA's will be part
of our "FHDA Community Policing Bike Unit", which will
be a very visible asset to the Department and the FHDA
Community as a whole.
With a recent increase in auto burglaries in the Cupertino
area (including the DeAnza campus), I have instituted a new
educational program called, "Move It or Lose It", which is
the featured "Spotlight" article in this edition. We hope
to discourage thieves from making cars parked on our
campuses easy targets for burglaries. Auto burglaries are
on the rise in many communities, schools and shopping malls.
The tips you'll find below are applicable to you no matter
where you park your car.
We are making headway on a number of programs and initiatives
for both internal and external use by our agency. A major
revision and re-write of our Department General Orders and
procedures is underway, along with proposals for a Reserve
Officer and Canine Program. I am in the process of building
up a volunteer base for our Department, to assist in several
specialized projects and programs. Watch for more information
about these new and exciting developments in future editions
of "Message From the Chief."
I am proud to say our Department is "moving forward" and
we are committed to serving the Foothill-DeAnza community
and all of it's faculty, staff and students.

SPOTLIGHT - "Auto Buglary - Move It or Lose It!"
HOW YOU CAN MAKE A DIFFERENCE:
Crime is like a table with three legs - it takes all three
legs to stand. If you take away even one leg, the table
isn't supported. Desire, ability & opportunity must all
exist to support crime. Even though we may not be able to
stop someone's desire to commit a crime, we can take away
their ability and/or their opportunity to commit the crime.
DESIRE + ABILITY + OPPORTUNITY = CRIME
Auto Burglary Prevention, like all crime prevention, is the
act of taking away the criminals ability and/or opportunity
to commit a crime. With a little time and diligence, you can
make a difference in your vulnerability to Auto Burglary!
CURB AUTO BURGLARY:
The Foothill-DeAnza Police Department's "Move It or Lose It"
Auto Burglary Prevention campaign is a way of reminding
faculty, staff and students how the simple act of placing
valuables into the trunk of their car can significantly
reduce the likelihood of being a victim of auto burglary.
Sometimes we have the wrong impression of criminals. We
put our valuables on the floorboard or seat and cover them.
Actually this often has the opposite effect and broadcasts
that there is something of value in the car.
AUTO BURGLARY PREVENTION TIPS:
- Close your windows & lock you doors (the simplest & easiest
prevention technique).
- Remove valuables or place them in the trunk of your automobile.
- Remove 'pull-out' style radio face plates (if equipped).
- Park in well lit areas when possible.
- Park where your car will be easily & frequently viewed
(natural surveillance)
- Use a car alarm, it will alert anyone nearby.

UP CLOSE AND PERSONAL - Police Officer Frank Rocha
Frank is a familiar face on the Foothill campus. As senior
officer in the Department, Frank has been serving the District
for 11 years and is one of two assigned "Field Training
Officers" in the Department. He also has a collateral
duty
as a "Field Evidence Technician" and has been specially
trained in the proper procedures for collecting evidence
at crime scenes. Yes, our own CSI!
Born in Mexico and raised in Watsonville, Frank attended
Cabrillo College and received a Bachelor's degree in
Sociology from San Jose State University. Before joining
the Foothill-DeAnza family, he worked for the San Jose
Police Department.
When asked what he likes most about the Police Department,
Frank said that he likes the people he works with. "For
the most part, everybody is very supportive." As for
change in the Department, Frank said, "Chief Levine has
done a lot of positive changes to the Department. I
wish the officer's pay could be increased." Frank also
said, "We are a bunch of people who are willing to help
the community we work and live in."
On his off-duty time, Frank spends as much time as possible
with his family. Frank said, "I have 3 children; oldest
is
12 and loves art and school (wants to go to Stanford and
I'm currently accepting tuition donations!); Francisco, 9,
loves cars and basketball and wants to be a mechanical
engineer. Claudia, 7, the cause of all my grey hair,
loves animals." Frank also mentioned that he loves
to play basketball against his "biggest enemy", his
brother, Mike. Frank says that he usually wins too!
He has been married to Luz for 15 years and they live
in the South Bay Area.

Q & A - "Parking Fine Increase "
Q: Is it true that the fine for parking tickets is going
to increase?
- Anonymous Foothill Student
A: Yes, it's true! Effective May 1st, the fine for a
parking violation will rise from $30 to $35.
The
increase was recently approved by Chancellor's
Staff
along with increases to other Police Department
fees
(LiveScan fingerprinting, copies of police
reports,
releases for towed/stored vehicles, etc.).
