Job Description:
This position works to
support critical business systems. Duties include providing high-quality
solutions by designing, coding, testing, debugging, documenting and maintaining
programs. Other responsibilities include developing and modifying moderately
complex information systems involving most phases of systems analysis and
programming. Perform highly complex database and web application development.
This includes Java/HTML, Access and Java Mobile applications accessing Microsoft
SQL databases.
Responsibilities include meeting with staff to gather
needs assessments, this includes communicating with engineering and fiscal staff
on advanced engineering and budgetary concepts. Create time estimates and
schedules to meet end users timelines. Developing databases, applications and
reports ensuring the solution meets user’s needs, provide end user training and
support. Write documentation to describe program development, logic, coding, and
corrections. Write manual for users to describe installation and operating
procedures. Assist users to solve operating problems. Install and test programs
at user site. Monitor performance of program after implementation.
The
temporary Information Technology Analyst / Programmers will provide software
maintenance of existing client/server and MS SQL-SERVER based software systems.
This software maintenance would be to provide continuity of critical maintenance
on existing software based applications vital to the support of critical
business functions. Provided staff will assist in maintenance of existing GIS
integration with Citizen Serve applications, GIS programming support for
existing ArcGIS Desktop and ArcGIS Server applications, and in maintaining the
GIS Strategic plan. Staff will be maintaining existing SQL Server, Microsoft
Access, Visual Basic, Citizen Serve, Java, JavaScript and HTML
applications.
Required skills/experience:
Two years of experience in
computer applications programming and development and systems analysis and a
bachelor's degree in computer science, computer information systems,
mathematics, or a related field. Other combinations of experience and education
that meet the minimum requirements may be substituted. Information Technology
Analyst / Programmers provided must have knowledge of:
Capabilities,
limitations, and functional applications of information
technology.
Flowcharting, data modeling, process modeling, form design, and
control procedures.
Research methods and techniques including structured
system
analysis and design, and information engineering.
Data input
methods and control techniques for computer processing.
Principles for
conducting a business system analysis, including the
analysis of procedures,
equipment, and methods.
Software unit and integration testing, object
oriented technologies,
and/or event driven concepts.
Forms design and
report design.
At least one type of database organization access and
retrieval technique.
High level computer programming languages.
Analyze,
interpret, and present research findings to prepare design
specifications.
Analyze specifications and instructions to develop
appropriate systems and programs.
Design effective information technology
subsystems and develop appropriate programs.
Conduct analyses, interpret
research findings, conceive a variety of solutions to functional problems, and
reduce abstract ideas to easily understood procedures.
Maintain multiple
information technology systems using different programming languages and
operating systems.
Monitor and/or observe data to determine program
problems.
Develop logical code for efficient program execution.
Debug new
and existing programs.
Establish and maintain effective working relationships
with management, staff, contractors, and/or vendors.
Produce written
documents with clearly organized thoughts using proper English sentence
construction, punctuation, and grammar.
Communicate orally with other
employees, customers, and the public in face-to-face one-on-one settings, in
group settings, or using a telephone.
Establish priorities to meet
objectives.
