New legislation being introduced in the New Year will mean that all
households in Wales will be responsible for the legal disposal of their
rubbish.

>From 26th January 2006, all households must ensure that their rubbish
is passed onto an authorised carrier. This could affect you if, for
example, you've hired builders, gardeners or scrap metal merchants who
take materials away from your house. If these materials are fly-tipped,
then you could be liable to be fined under the new law by the Council.

If you hire contractors such as builders and allied trades, landscape
gardeners, tree fellers and surgeons, house clearers, retail
establishments or scrap metal merchants who are removing waste items
from your property, these people will normally need a waste carrier
registration. It is your responsibility to ask them if they are a
registered waste carrier and to ask for their waste carrier number.

Last year 55 per cent of fly-tipping - around half a million incidents
- involved rubbish from households.

Councillor Hedley McCarthy, Executive Member for Neighbourhood Services
- Streetscene, said: "Fly-tipping is a serious problem in Blaenau
Gwent and dealing with the problem can cost £100 - £150 million every
year in England and Wales. These costs have to be met by the taxpayers
and fly-tipping also has adverse effects on the local environment. It
can threaten the quality of rivers and safety of recreation areas. The
new legislation will ensure that everyone is responsible for their own
rubbish and must check that any contractors they hire are registered
waste carriers."
