A low estimate of business as usual is “pipeline” projects. These are projects that have been approved by the City, and are in some stage of the construction process, including building permits, demolition, or construction. This should be roughly the population and jobs in about 2021 or 2022 (when all the approved projects will probably be about done). It also assumes that our low vacancy rates and high worker density will continue.
A high estimate of business as usual is all the growth we are planning for, or our “planning capacity”. This “capacity” is more than the growth that will happen (barring some unforeseen major change in policy). The purpose of this number is to estimate traffic and utility demand, so it is necessarily conservatively high. However, it also represents the City’s growth policies, and recognizes the City’s efforts to develop more housing. The numbers include planning capacities established for new and proposed Precise Plan areas (North Bayshore, El Camino Real, San Antonio and East Whisman), as well as “gatekeeper” development projects under review, such as 1734 Villa Street and 777 West Middlefield Road.
It’s also important to recognize that these are “snapshots in time”, and subject to change. New developments are always being approved, and new gatekeepers are always being authorized. These data should be clarified as “as of December 2017”. I ask that I get a chance to review public documents to ensure the data is being used as it should.
