Hi Hannah (and Buildings and Land Use group),

I am attaching Recommendation BE-7 (Revision 3) for presentation at the April 19th meeting.

I've made edits since my reviewers have last seen it, so if anyone has last minute feedback, send it to me and I'll try to incorporate and send an update to Hannah.

I don't have any slides at this point, so I'll plan to speak referring to the recommendation directly.
