Create a roadmap - is that necessary

Does the city really need a roadmap to roll the decarbonization policy out? 

That’s a question I am struggling with!

Help me please! 

Will the city just create another document - they are not following through with like GGPR, ESAPS, GRP and it costs quite some money.

Or is it beneficial to get all stakeholders to agree to a plan again?

The landscape has changed significantly since the Climate Protection roadmap (CPR) in 2015: even more growth than expected -new experiences with developing a district like NBS....

Contractors, public, NGO's seemed not to have been involved in the development of the CPR.

On the other hand: In the CPR basic steps are laid out: fuel switching,  even mandating  heat pumps was highlighted as a priority (I just don't see much implemented, besides the streamlined permitting)

Shall we just ask the city to build on this?

We could ask the city to hire a consultant to support the city with electrification projects as laid out by our ESTF-2 recommendations and the CPR and GGRP recommendations.

Or would it be better to ask the city to get more stakeholders involved, eg, businesses and contractors and residents, to create a roadmap. Does the city need that push from the interested public?

I think it would be good to put money in for a consultant to help the city with the process.  Kevin Bates mentioned getting a building energy efficiency analysis company to do the research needed to define the ordinances would be important.  It also make sense to put together an ongoing advisory council for input as the stages are defined and rolled out.  The staff could do this, however, it might be good to have a consultant available to support that process.

Ideally we would do what Palo Alto did and create a formal roadmap getting stakeholders involved.  However, I think we may want to short circuit that process levering what others have done and then modify it as needed for MV with the help of the advisory council.
