North Bayshore sustainability incentives for buildings - Tuesday meeting with Martin Alkire

I have set up a meeting with Martin Alkire in Mountain View planning department on Tuesday at 2 pm at City Hall. Chirjiv will also attend the meeting.

We will hear him tonight, however, I have set up a meeting with him to understand what sustainability pilot programs for buildings could be expanded to other parts of Mountain View.  In particular, we will discuss the Floor Area Ratio incentives that are being piloted for the North Bayshore area.

Mike,

Great to hear you planned a meeting with Martin Alkire. After his last night’s presentation, I think we need to encourage & ask for more defined sustainable policies (electrification & elimination of all fossil fuel) for new buildings in Mountain View. We are at 22% above GHGe target and relying on voluntary actions by developers is not realistic if we are serious about making positive sustainability changes.

Here’s the example I was trying to remember from San Francisco climate action strategy:

San Francisco’s Climate Action Strategy already set a goal of zero net energy for all new residential buildings starting in 2020 and all new commercial buildings starting in 2030. By 2030, the goal is to have half of existing buildings zero net energy.


I would have liked to join you & Chirjiv but I cannot for family reasons. Please relay my above message to Mr. Alkire.

Hi folks,
Mike, thanks for setting up a meeting.  I'd like to attend.

I was recently assigned to be author of a zero net energy policy (ZNE) for buildings and would like to speak to Martin about it. As ZNE is new to MV and NBS is existing policy, I want to get a sense from Martin if staff would be receptive or if they feel NBS is enough. If they aren't receptive to NZE, then I want to understand what the barriers are so I can either address them in my ZNE recommendation or drop it. If we do both NZE and NBS, I'll coordinate with Mike on how to reference NBS policy. I'm already working with Chirjiv on referencing REACH codes.

Chirjiv and I are also working on update Green Building Codes more frequently and consider adopting Tier 1 and Tier 2 measures, so I also want to get a sense of where staff is at.

Thanks Ines, I have questions from Lauren as well related to our FAR incentive recommendation for new buildings. I will add them to your doc and we can try to bring these up during the meeting. Perhaps anyone that doesn't plan to attend and has questions can add it to document Ines created.

Thida, I'm glad you can make it. 
The meeting is at 2 pm on Tuesday in the Plaza Room on the second floor.
As part of the existing building subcommittee, I am focused on the aspects of the NBS incentives including the Floor Area Ratio incentives that are relevant to remodels/retrofits. 

For the meeting, I'd like to start with what exists (ie NBS) and how it can be expanded across Mountain View.  Then you and Chirjiv can lead the discussion on the opportunities for new buildings such as ZNE, REACH Codes and Green Building codes that your team has been working on.  It's not clear which items impact retrofits vs new, so I hope that can be clarified in the process.
