I would like to see this recommendation related to the one to switch to electricity from natural gas for space and water heating. When does it make sense to be more efficient or just switch away from natural gas and not worry too much about efficiency as SVCE electricity is GHG free (more or less)?
You do not list the incremental net cost to property owners (and then passed on to renters). $3000 per unit will have a VERY LONG payback as it will save a negligible amount of energy per month. In the apartment complex where I live space heating is electric. I don't know how they heat hot water. We pay an allocation for electricity, water, sewage and trash service each month. Each renter has zero incentive to conserve shared services and there is NO composting provided. We do pay our own electricity for space heating, cooking, refrigerator and other appliances.
I would not want the landlord to raise my rent to save a tiny percentage of my utility bill.
I would recommend that stringent standards be applied with major remodels as a way to get landlords to take action on older buildings. It is less expensive to upgrade insulation, windows, etc. when major work is being done.
