Hannah, here is the updated recommendation on a Differential Utility Tax.

I have included the recommendation template, a spreadsheet and slides for the Thursday meeting.

I will focus the Thursday discussion on the overall recommendation along with updates which include:

- Funds for outreach to low income families

- Background info on Palo Alto natural gas carbon offset program

- Cost estimates of changes for residential bills
