Good Afternoon All,

I’ve been catching up on some of the legislation going through the 2023 session and there were a few that I thought this committee might be interested in. I know the Coalition and its Action Teams do not advocate, so I’m not suggesting an opinion one way or another on these, just spreading the word because these topics have come up a lot recently in our community.

SB 647

Prevents local governments from prohibiting natural gas use in or availability for new or existing residential or commercial buildings

From <https://olis.oregonlegislature.gov/liz/2023R1/Measures/Overview/SB647>

SB 834

Prohibits local governments from prohibiting or limiting residential use of energy sources. Provides for certain exceptions.

From <https://olis.oregonlegislature.gov/liz/2023R1/Measures/Overview/SB834>

HB 2713

Provides that Legislative Assembly finds and declares that home rule cities and counties have constitutional authority to prohibit or limit use of fossil fuels in new buildings or installation of fossil fuel infrastructure.

From <https://olis.oregonlegislature.gov/liz/2023R1/Measures/Overview/HB2713>

HB 3166

Requires State Department of Energy, in consultation with Housing and Community Services Department, to establish whole-home energy savings program and high-efficiency electric home rebate program.

From <https://olis.oregonlegislature.gov/liz/2023R1/Measures/Overview/HB3166>

There are a number of energy-related bills being considered this session. If anyone wants to take a deeper dive or know what else is being considered and isn’t sure where to start, I’m happy to provide some links.

Thanks,

Kathryn

Thanks Kathryn, good to know about.

I’ve been on a workgroup for some pretty important legislation related to energy resilience / solar + batteries / microgrids.  Sponsors are Rep. Pam Marsh and Mark Owens (both sides of the state and both sides of the aisle!). LC 1838 is the placeholder bill, specifics are still being worked out. I’ll try to provide an update when there are more specifics.

Thanks for the information on legislation, Kathryn.

Are you providing information to the City Council's Legislative Committee? They accept input from City Departments on legislation that is important to them. The lead for the Committee is Gabe Shepherd. Their next meeting is scheduled for March 1 at 4 pm. City staff are sometimes invited to attend in person.

Members of the public can attend virtually.

Take care. Marge
