Hooking local variable with dr tool

is there a DR primitive or a way to hook the access to a specific address?

There is no ready-made library for watchpoints today in the repository unfortunately.  If you end up building something please consider contributing it: a watchpoint library would be nice to have.  Xref papers discussing implementation options such as How to do a million watchpoints: Efficient Debugging using Dynamic Instrumentation.
