Sub: Service Issues.
A grievance was filed vide reference number PMOPG/E/2024/0127853 dated
17/08/2024stating that “the entry to service road at gate number 1 of
IIT, Hauz Khas is blocked for decades, at least I have been witnessing
this for the past 17 years. A wall has been raised and grills fixed to
prevent entry. I have been writing PWD for past more than 10 years for
its removal but of no result. क्या पूरे लोक निर्माण विभाग में एक भी
समझदार अभियंता शेष नहीं बचा है जो की सामान्य सी बुद्धि लगा सके? Due to
this blockage auto/taxi wait on the main carriage way leading to slow
traffic movement. If the entry is to remain blocked, this service road
should be converted to green area, why public money is spent on
maintenance?”
In response PWD for the first time informed vide letter no.
DB(Complaints)/EE/SR-II(M-411)/PWD/24-25/2237 dated 05/09/2024 that
responsibility to remove encroachment lies with MCD. On inquiring
through RTI how many times PWD has written MCD for removal of this
encroachment, the PWD vide letter no. 23(RTI)/PWDD/SR-2/3145 dated
30/12/2024 issued by Assistant PIO, Dakshin Road-2 has informed that
they have never issued any letter in this regard to MCD.
It is surprising and unfortunate that PWD has not made any attempt to
remove this
Encroachment despite being reminded numerous times. Neither at its own
nor through MCD. This in a way, is height of incompetency and
self-declaration of extreme lethargy. Interestingly, the only
institution located at this entry gate is IIT, Hauz Khas – the
question is how a Government institution can block a service road by
raising a wall without the active connivance of PWD officer? What the
learned PWD officers have done in past 2 decades except just keeping a
mum? It means, anyone can go and peacefully encroach upon PWD land and
be sure of not facing any action by PWD.
(2) As per UTTIPEC Street Design Guidelines the pavements have to be
managed in a obstruction free manner for easy movement of pedestrians.
Otherwise also this is a matter of common sense. Instead of removing
the obstructions created by others, in contrast, the PWD itself
continues to block the pathways. The attached photograph of JNU Campus
has been placed in a manner blocking full width of footpath. I would
have filed dozens of complaints with PWD about the same issue but all
seems to be in deep slumber. There is no dearth of such obstructions
throughout the city.
In view of the above I request that
(1) Arrangement be made to open the entry to service road in front of
gate-1 of IIT Hauz Khas,
(2) All obstructive boards existing on footpaths throughout the city
be removed instantly and
(3) Responsibility be fixed and Engineer-in Chief may be asked to
offer explanation for his patent failure to control & guide the work
force in adhering to such basic maintenance issues.
