Reg: Energy Savings – Use of Cow Dungs at crematoriums.
Concerned Ministry: (i) Niti Aayoga, (2) Rural Development and (3) Environment Forest & Climate Control.
As per 20th livestock census 2019 India has one of the highest number of population with it. While the total cattle population is around 53.58 crores the bovines only constitute about 19.25 crores. Such a large quantum of domesticated livestock must be producing a great amount of dung daily. In earlier days all this dung used to find its way to fields and used as manure or used inside house to cook the food.
With increased usage of packaged fertilizers and promotion of gas based stoves a huge quantity of this dung, which can be used as fuel, must be going waste.
Specifically, all the dairies located in urban or semi-urban areas are disposing this dung in the sewage system. This dung is a natural renewable source of energy and such disposal is not only leading to waste of this free fuel but also polluting water channels and loading extra pressure on sewage treatment plants.
The point is how can we channelize this dung for productive usage and save other forms of fuel. As per one UN report, wood generated by around 5 crore trees is consumed in India every year to fuel the cremation. To date there seems to be no large scale Government plan to effectively substitute the usage of wood with cow-dung. Though it may be possible that in a limited way this may be used in some parts of the country.
Therefore, is felt that we should promote the usage of cow-dungs at crematoriums at large scale. The production of cow-dung cakes may even be included in MGNAREGA as an approved activity, and a supply chain be developed for transportation to crematoriums. Such a system would help farmers also earn extra rupee without much efforts. The Gram Panchayats may be actively involved in the process of production of cakes, by facilitating the process as a coordinator. In addition, it may be made compulsory for all dairy owners to produce dung cakes and not dispose it in sewage.
The activity would result in complimenting actions done by different sections in society and help save the environment. It is suggested that matter may please be examined and efforts may be made to effectively substitute the usage of wood with cow dung at crematoriums.

Reg: Wood Savings.
The Chhattisgarh Government is planning Godhan Yojna, where it would procure cow-dung from farmers and re-sale it after converting it into compost. This will be a self-sustaining plan with a surplus. As per the state Government estimates even after launching this scheme and counting the quantity farmer retain with themselves for self-use, the full production of cow-dung will not be used and almost 30% of the quality would still go waste in the absence of adequate processing facility.
This may please be read in conjunction with my earlier petition number PMOPG/E/2020/0364993 (copy attached). The point is, if such a huge quantity of cow-dung is going waste why not take effective steps to divert this quantity to cremation grounds to substitute wood. That will lead to a mammoth savings of wood and there by environment. At present, the waste quantity must be going into drains causing water polluting. We all know that the monetary and social cost of burning wood is quite heavy.
Channelising this waste cow-dung as a substitute for wood will primarily lead to following advantages:
(i) Improve income of farmers,
(ii) Reduce air pollution,
(iii) Reduce water pollution, and pressure of STPs,
(iv) Reduce pressure on forests and eliminate unauthorized felling,
(v) Surplus wood would reduce cost of furniture,
Even if a law needs to be enacted, that should be done.
I request that a draft revenue model may be developed by NITI Aayog and circulated to all State Governments and Gram Panchayats on priority to explore the ways to eliminate wastage of this natural fuel the production cycle of which cannot be stopped.
Now-a-days producing cow-dung cakes with the hand hold machines is an easy job and farmers too have tractors available with them which are lying idle for most part of year, so even gram panchayats may be asked to directly transport and sale the cakes through tractor trolleys to the cremation grounds in cities & towns at a price fixed by Government.
