CPWD is a premier Govt. of India institution, the norms set by which are followed by al other civic bodies in the country.
However, there is an area, a type of loophole, concerning civil maintenance requiring attention by CPWD. As per norms field staff is required to carry our regular field inspection, however there is no set reporting format or standard check-list for the field inspection of roads & footpaths. This lack of reporting format has become a big loophole in the efficient discharge of duty. Since all the field staff does not carry the same level of intelligence, understanding and maturity level many of the staff members fail in noticing basic maintenance issues and just ignore them. In the absence of defined parameters & standard reporting format for road inspection, at present, it is left to the discretion, understanding & free will of the engineer concerned to note or ignore any point. So many maintenance issues crop up and just remain pending only because there is no specified reporting format for road inspection activity leading to lack of accountability.
It is requested that a reporting format encompassing all the issues may please be developed for improving efficiency. Earlier also several times this petition has been filed but there is no response, this grievance needs to be handled on priority to bring a change in work culture throughout the country.
As a common citizen I can think of following issues
1. Whether any kerbstone/tile is uprooted or caved in on central verge or footpath or any other kind problems for pedestrian movement?,
2. Is there any very high level of entry point of footpath (exceeding 150 mm) requiring steps/slopes or realignment?
3. Whether any pothole/cracks are visible - if yes where and about what size?
4. Is there any missing man-hole or drain cover?
5. Is there any falling pole, railing, wire, overhead signboard, tree branch, dead animal, construction material, debris, damaged vehicle or any other kind of material lying on road?
6. Is there any dug up space on the footpath or road inadequately barricaded or lying unattended for many days?
7. Is there any broken or unpainted speed-breaker or zebra crossing? And both sides of footpath are free from any obstruction.
8. Is there any kind of pucca or semi-pucca encroachment on the road or footpath?
9. Is entry & exit points of the footpath have appropriate poles fixed so as to prevent climbing of vehicles on it?
10. Is there any water logging, on-road or any overflowing sewer requiring desilting?
11. Is there any kind of damage street furniture?
12. Is the soil level in central verge/green strip is at least 4 inch below the edge of kerb stone for allowing rain water to stay there? And green belt is free from malba.
