Reg: Anomaly in the appointment of Board level positions by Public Enterprise Selection Board.

The Public Enterprise Selection Board has been entrusted with the task of selecting candidates for the Board Level Positions. In its application form it has divided the prospective candidates in following categories:

(1)        Central Government employees including armed forces and all India Service,

(2)        CPSE employees,

(3)        State PSE and

(4)        Private Sector

It has omitted the category of employees working in Central Autonomous Bodies for filing an application for the Board level positions. In drop-down menu provided on the the website there is no option for an employee working in a Central Autonomous body to apply for the Board Level Position. This is clearly an omission because as per rules there is no such restriction and DOPT has confirmed that all such employees working in Central Autonomous Bodies are eligible for making an application for Board level positions. So, it is requested that PESB may be directed to include this category as well.

 

Further, it is also requested that applications for Board level positions may be exempted from the condition of forwarding through proper channel. This condition is hindering the free flow of talent to these positions. Just like UPSC, the application to Board level position should be exempt from this condition. In India public sector is very large and commands a significant portion of resources, therefore, the Board must consist of best talent only then it will work for optimum utilization of public resources. Any kind of restriction on making application to these posts would be counter productive. In case of candidates already working in the public sector, the NOC should be called from the present employer only when selected for the interview.
