Over a recent lunch there was a discussion about the transit market being in a death spiral, that the ISPs themselves don't have a good grip on what it costs to accept that incremental customer so they don't know if the customer will add to the profitability of the operation or not.

So the suggested white paper would involve getting input from say 25-45 ISPs to find out how they cost their network, and document the results.  See if there are categories of methods including:
1) No Costing
2) $/bit mile aggregate costing
3) more complicated modeling - customer port cost, bit mile, traffic profile, per hop traffic load, etc.

The results as always would be provided back to the broader community on the site or as an ask.DrPeering article or both.

Personally, I like the idea of having a set of interviews and mix them down into an audio podcast.

Interesting suggestion.
