New website team in Somebody-Should

Just an FYI really. As we've had a couple of comments/tweaks for the
website of late, and as Neil (who's been handling most of them) doesn't
want to get /all/ the emails to the `somebody-should` issues, I've set
up a new team for website stuff.
At the moment there's only Neil in the team, but it means that any of us
can tag `@DoESLiverpool/website` in an issue and that will ping Neil to
make him aware of it.
