A letter of intent is due June 6. I'll ask Melanee Tiura at Health Ed if she listened to the pre-submission teleconference and research if a coalition could submit the letter of intent without governmental, tribal or nonprofit status and the following proposal come from an agency or municipality.
I think there is hope! Park and Recs is in the Comp Plan and is an established city code.

Check with the Mayor, but I think you will need to actually draft up a resolution, get someone on the council to say they’ll introduce it, and get the resolution to the city clerk by June 8th so she can put it in the packet. As I understood her last night she expressed interest in bringing the issue before the council on the 16th, but it was not clear to me that she was going to write anything to support it.
Also, I would not rely on the Mayor for a supportive vote. I’d try to convince one of the opposed council members that the benefits to the community will actually help the city run better…the arguments for that would be good to put in the resolution.
