Feature/Bug - Bury Clarification

With the announce if Bury yesterday by Digg, there was a very small
but interesting thing which happened.

If you check this thread:

the digg staff who submitted the story and was actively commenting,
confirmed that the very same story was buried and it shows that bury
is indeed working.

But after a while, at about 172 diggs, the story entered "Top News".
If this was by feature and not as a bug, it is really awesome. If Digg
can clarify on this, it would really help.

Explaining in detail, in Digg V3 -- a story once buried could NEVER
enter the front page (now Top News). However, in the example above it
has happened. It is obvious that this story received a lot of diggs.
If the algo was able to sense it and decided to "unbury" the story and
let it enter "Top News" ... it is just perfect. Especially, with the
recent episodes of political hatred and gaming accusations, such a
step will really make the digg algo much robust.

If Digg can clarify on this, it would be awesome.
