Thank you for your question. Access to Blue Button 2.0 data requires a Medicare enrollee to log into their Medicare.gov account and authorize your app to access their data. There is no way for an entity to pull data without each individual’s authorization, so the Blue Button 2.0 API will not support this use case. Please see our Terms of Service for additional details.

The synthetic data that we use for Blue Button 2.0 is developed by the Mitre Synthea team. You can access the full dataset on the Synthea website here: https://synthea.mitre.org/downloads.
If you’d like access to synthetic data specifically for the Blue Button 2.0 API test accounts, you can retrieve data on a user by user basis by authorizing your app with synthetic Blue Button 2.0 accounts. You can read more about how to authorize with those synthetic users here.
