Amendment to Bylaws following Amendment 16B

We bypassed discussion of Amendment 16B and made passing it part of passing Amendments 23 and 24, so we didn't address issues merging it into the existing bylaws (e.g., it references a “third paragraph” of §4.6, which currently has 2 paragraphs; it references the “last sentence” of the section be moved to a section whose description better fits the last sentence of the 1st paragraph; and it defines things in §4.6.1 that are already defined elsewhere).  We also didn't discuss the fact that one of the bullet points removes democratic election of the Treasurer and Secretary, which feels like a very major aspect to gloss over.

In accordance with Article 9 of our bylaws, I am submitting this amendment (numbered 16G in the doc), which addresses those points, to seek adoption at an upcoming DSNC general meeting.
