Street sweeping begins in April, and they do issue tickets and tow.  I have attached the schedule for your review.  Looks like East Rock's first dates are April 11 and 12.  Please be sure to follow the parking bans.

Street Sweeping season is a sure sign of spring and good news which we, at Public Works, want to share with all our residents. We begin our seasonal street sweeping schedule this Friday in Wooster Square area and will sweep across the city through October 31. To know when we will be in your neighborhood, just download our 2016 season schedule found on the city website http://cityofnewhaven.com/PublicWorks/sweep/index.asp If you live in a "Tag - Tow" neighborhood and would like to be reminded to move your car out of the street sweeper's way each time we will be sweeping in your neighborhood, you can opt in to the city's Emergency Notification System also found on city website  http://cityofnewhaven.com/alerts/index.asp As always, pay special attention to the "paper signs" posted along your route. "Weather-permitting" we will be there. Note too we've had to make some adjustments in our schedule to accommodate several holidays during the season. The "street sweeping" category will be added again to See Click Fix for you to use in reporting any street sweeping issues you may have.
