The reason behind the request is simple, and is reflected in the metadata, data, and preservation policies summarized in Deep Blue's record in OpenDOAR. Please also see our depositor agreement and note that rights holders grant limited rights to the University of Michigan (U-M).
In short, they do not grant those rights to CORE, and they do not give us the right to grant them to you.
So unless you see a license on an individual work that grants third-parties further rights to it, the owner (typically the author) has retained all rights to decide who beyond U-M provides access to their work.
The specific instance that prompted this exchange is an example of how your unauthorized hosting causes problems. The dissertation in question was free to download and read for a while, then the author — with the agreement of U-M's graduate program office — determined that all access to this document should be removed for an embargo period they agreed to. We implemented that requirement, and yet because CORE had created its own record and copied the document into its own system, the author's rights and needs were not honored.
To sum up, you are free to harvest Deep Blue metadata and share links to our records and documents, keeping records and links you provide up-to-date to reflect local availability. That may mean removing records from CORE when they no longer point to work that's available in Deep Blue.
We are familiar with the BOAI, COAR, the various SPARC position papers, OpenDOAR, etc. They describe ideals to which we all aspire. However, none of them espouse unauthorized harvesting, hosting, or re-posting of other people's work. So we request CORE immediately cease doing so from Deep Blue.
