A way of specifying rights is needed

This is the call from Bill Rosenblatt at DRM watch [1]:

"We have said that the natural solution to this problem is for
publishers and Google to agree on a way of specifying rights that
publishers want to make available to users through Google, so as to
give publishers control over the rights granting process and automate
it so that Google does not have to go to the virtually intractable
effort of tracking rights with publishers individually."

And then if there was a way to grant consumers rights to access the
content the chain would be complete.
