Thanks for meeting up yesterday. It was great to catch up and reconnect. As mentioned we have SimEx coming up soon, from May 15 to May 17.As you can see on this site, SimEx is a full scale exercise, centered an sudden on-set emergency. Last year, Helen Campbell and I were involved, introducing some elements of the digital response into the exercise. For example PeaceGeeks, some members of the SBTF and the data scramble group were involved. From this exercise last year, we have taken several lessons learned and will integrate them (over time) in SimEx. THe eventual  goal is to provide a comprehensive training and evaluation environment for not only the physical in-Feld response but also the digital, data, and information management  aspects, as is outlined in this document. 

As a first step, we have made some improvements to the 'digital' environment of the exercise and are working on a more tighter integration of the 'remote / digital' components and the exercise itself. With this email I'd like to ask you and the DHN coordinators if they are interested in joining SimEx 2018. Specifically to train their volunteers, evaluate the processes and test new tools in their toolbox. 

SimEx 2018
More information on SimEx can be found on their website: http://simexseries.org/. But briefly described it is a full-scale simulation of a sudden on-set disaster. The exercise scope ranges from specific search and rescue operations, to assessment activities, and from NGO deployment to coordination. Concepts that are central in the exercise are for example: coordination between different stakeholders, building situational awareness, SOPs, cluster approach, information management and technologies. This comprehensive environment also provides  an opportunity to test the integration of digital volunteers, and new technologies

Digital exercise environment
This year we are adding a more comprehensive digital environment to the exercise, which is described in this document: Digital Environment SimEx. Most important to note is that all roleplayers (>800) in the exercise will be using social media to post update from their role. They have received specific instructions for this. This means that there is a large amount of data available via social media that can be crucial to the on-site responders. In addition to the data generated on (real-world) social media, additional data will be injected in the exercise via in-person surveys (primary data collection), and (mock)websites (secondary data collection). 

In terms of tools and platforms, the Virtual OSOCC, HumanitarianResponse and the Humanitarian Data Exchange will be used (or available) in the exercise. And KoboForms will be used for data collection by the UNDAC team. Furthermore, MapAction will be on-site as part of the OSOCC. Of course other tools will be used as well throughout the exercise, or can be brought in by (on-site or remote) participants. 

DHN involvement
With the digital environment, we aim to provide digital responders with an opportunity to not only test and evaluate their process, but also advocate the DHN and its members to (i)NGOs and UNDAC members present at SimEx. Based on the experience from last year we are ensuring that there is more data to work with. This year specifically we are introducing social media (mainly Twitter) in the exercise via the role-players and secondary data-sets via (mock) websites. In the future we aim to expand this digital environment, for example to include more GIS/mapping tasks. 

During the exercise, we will have 'insiders' in both the OSOCC and the role-player management (exercise control) to make sure these opportunities are used in the best way possible. We will setup a communication group to coordinate before and during the exercise. For example we can 'force' the IMOs to send out a DHN activation request early on in the exercise, integrate the DHN in the vOSOCC etc.

Goal & opportunities
The SimEx series is aimed to provide a safe-environment for responders to train, test and evaluate. The goal is to expand this environment to the digital side of humanitarian response as well. In SimEx2018 there is an option to work with social media, secondary data-sets but also to test the integration in the OSOCC, new procedures, mandates and tools. For example, the social media activity created by the role-players allow new volunteers to experience a 'deployment', or test/develop a new role. The secondary data-sets provides an opportunity to test new features on the Humanitarian Data Exchange. 

During SimEx2018, there will be observers (both on- and offline) taking notes on the process, information flows and use of tools and platforms. Following SimEx2018 we will write up these results and share them with those who participated. We will also evaluate with you how to expand SimEx to be of even more added value for the DHN as a training, evaluation and testing environment in the future.

As one of the members of DHN, GeoThings would love to join this exercise and contribute our humanitarian ICT, geoBingAn, again in this event.

and feel free to login with account/password: simex/simex2017 to see further data that are posted within drill group. Now geoBingAn allows user to zoom in and click on the buildings on the map for updating it’s status (e.g. as shelter, collapsed, or so on). It should be easier to aggregate information and present it based on GIS from App. Of course geoBingAn provides App for Android and iOS and it can work offline for emergency response on task dispatching and damage assessment.
