DBM::Deep-related test failures on Windows

I recently got a couple of failure reports from the CPAN testers for one
of my modules:

It appears to only fail thus, on Windows only:
DBM::Deep: Cannot read sector at 680704 in get_bucket_list() at ...

I don't have Windows so can't debug this. It may not be a coincidence
that the database it's reading (embedded in a DATA segment in
Number::Phone::UK::Data) just recently went over 65MB in size.

Is this a bug in DBM::Deep, a bug in how perl opens files on Windows, or
something I've missed in the doco?
