One of the key elements of General Electric's success in innovation
has been their decision to infiltrate their Global Research team with
commercially minded business program managers who are given control of
the budget.

This creates an interesting dynamic within the group to ensure that the
money is well spent guiding 2,600 scientists from potentially spending
too much time and money perusing intellectually promising projects that
may be too difficult or costly to execute commercially, and instead
steering them towards creating workable inventions.
