I would like to encourage everyone to take a look at this point
randomizer tool developed by New York State. The tool, and the stats
package it is built on, are both free.

We have been using this tool at CDPHE, and so far, I am very pleased
with the results! The manual says it is written for XP, but it seems
to run just fine with Windows 7.
If you get a chance to try this out, please let us all know what you
