If the service providers have paid money to the scamsters it will be recovered from the users, as is being done now. Indirectly the user is paying the scamster money that they do not deserve. The point is that the service providers could have paid the money to the Govt instead of the scamsters if the Govt had a correct policy. The users would still have to pay the current rates. The rates to users would not have changed. The added benefit to the common man would have been that the Govt coffers would have collected the money and probably reduced the deficit, inflation etc.......or the money could have been put to better use. It could also be milked through another scam. The courts have indirectly put the onus on the service providers to retrieve the money they gave to the scamsters. They could re-bid using the same money - but this time it goes to Govt coffers. If it is a zero sum game the cost to users should not increase.Johnson

But I think the cost of calls is going to rise quite a bit now !!

May be the prices came down because of many players coming in and the resultant Competition. As far as scams of this nature is concerned it has been going on in our Democracy [as well as many other Countries] in not only in Telecom but many other Departments too in Center as well as State Governments. I don't think Sukh Ram or Mahajan or Arun Shourie were capable of being cleaner either.
We need to stop All Corruption in All Spheres !!!!

Monetary Benefit to Consumers by the 2G scam accused telecom players : Rs 72,500 crore
Prior to the entry of the new telecom players in the wake of 2G licenses, the cartel consisting of Airtel, Vodafone, and Idea had consistently manipulated prices in collusion with each other and to the detriment of the consumer. Since these three players enjoyed a dominant position in the market, consumers had little choice but to pay up the high tariffs set by the cartel. In fact, the situation had become alarming enough in 2007 for the Department of Telecommunications (DoT) to request the TRAI to fix a ceiling on tariffs. This had happened soon after a simultaneous 20 percent hike in tariffs by the three largest GSM operators – Airtel, Vodafone and Idea. And this was not the only occasion on which they had done so; in fact, this was a regular pattern of behavior on their part. That they have deep business relationship with each other is also borne out by the fact that they own and share the telecom towers of a single company, namely Indus Tower, and have entered into intra–circle roaming arrangement with each other in 3G services.The entry of the new players had made a severe dent in the profits of the dominant players by breaking their cartel and bringing down tariffs. Uninor’s hugely popular two paisa per minute scheme and Videocon’s zero paisa scheme can be cited as examples of how the new players contributed to bringing down the tariffs. This was obviously resented by the old players. The entanglement of the new players in the all-encompassing investigation net has enabled the cartel to regroup and strike a joint blow to consumer interest by effecting a steep hike in tariffs.Having killed competition by entangling the new telecom players in the 2G investigation net, the cartel is back to what it was accustomed to do in the past. This hike is just the beginning of upward revision in tariffs; more will follow, until the old days when the rates used to be revised by the members of the cartel in tandem with each other will be firmly back. Also Swan sold to telenor at 7 times price.it did not use it for giving calls cheap.
