The Carbon Business Council is pleased to announce our newest policy brief on the 2023 US Farm Bill. The Farm Bill is critical omnibus legislation, updated every five years, that governs the U.S. Department of Agriculture’s (USDA) administration of U.S. working lands, forests, and aquaculture.

The Bill’s reauthorization is one of Congress’s most important tasks in 2023 and represents a tremendous bipartisan opportunity to enhance and expand public sector support for carbon dioxide removal (CDR) and other carbon management pathways that can deliver great economic and agronomic benefits to America’s farmers, ranchers, foresters, and agricultural communities. The brief covers working lands and agriculture, working forests, aquaculture, and more.

Thank you, Ben.

The USDA Beginning Farmer and Rancher low interest equipment loan program can likely be opened to reliable marine CDR tech under the combined focus of aquaculture/CDR listed in the brief.


The equipment loan program is can reach reach upto $600K for any citizen that is new to or within the first 10 of farming or ranching.

A marine CDR equipment package that fits within the program funding limites is likely plausable. Importantly, the NOAA mCDR can help the USDA determine what is acceptable mCDR equipment at the STEM, policy, and socioeconomic levels. The team also has funding grants for research in mCDR for the next few years.


I have experience as a Bering Sea longline firstmate, and a NOAA mCDR team approved tech package can like fit the USDA CDR/aquaculture priorities and the available USDA startup funding.

The equipment loan program can reach upto $600K for any citizen that is new to farming or ranching or within the first 10 years of their start in farming or ranching.

A marine CDR equipment package that fits within the program funding limites is likely plausable. Importantly, the NOAA mCDR team can help the USDA determine what is acceptable mCDR equipment at the STEM, policy, and socioeconomic levels. The team also has grants funding available for research in mCDR for the next few years.


I have experience as a Bering Sea longline firstmate, SE Alaska salmon/herring fisheries, and I believe a NOAA mCDR team approved tech package can likely fit the USDA CDR/aquaculture priorities and do so within the startup budget as a 58ft commercial fishing boat with a few starter fishery permits cost around this $600K USDA BeginningFarmerandRancherlowinterestequipmentloanprogram.

As a side note concerning the need for rapid mCDR scale up and the USDA loan program, the loan program can possibly open up $Bs for rapid scale up of mCDR capacity. The job creation that comes with that rapid scale up can be substantial by all standards. 

Moreover, remote operation of heavy equipment is already a factor in commercial farming, mCDR equipment can easily reach that level of tech, no sea sickness needed!
