Duties/Description:

This Bipartisan Infrastructure Law (BIL) position is located in the CO2 Removal and Conversion division. The CO2 Removal and Conversion division provides Headquarters oversight, management, and direction for the Department’s research, development, demonstration, and deployment (RDD&D) on CO2 removal (CDR), including direct air capture, direct ocean capture, biomass with carbon removal and storage, and ex situ enhanced mineralization; and CO2 conversion to products, such as synthetic fuels and chemicals, concrete, carbon fibers, etc.  The division conducts RDD&D to optimize CDR technologies for adoption. The division also identifies research and technology issues and opportunities for utilization of CO2 in non-enhanced oil and gas recovery applications (e.g., conversion into value-added products; mineralization opportunities from mine tailings and alkaline industrial wastes; and novel conversion concepts). This division also supports and coordinates with other FECM offices on analytical tools (e.g., life cycle analysis (LCA) and techno-economic analysis (TEA)) for CDR and CO2 conversion, including developing and informing methodologies for measurement, monitoring, and verification of greenhouse gas reductions.  LCA is integral to ensuring the effectiveness of these approaches as tools for reducing atmospheric concentrations of CO2.

The incumbent will serve in the role of Regional Direct Air Capture (DAC) Hubs Program Manager (PM). The PM will:

Lead the program, with specific responsibilities on planning, budget, management, and administration of the program.  This includes stakeholder engagement, technical development, directing analysis, and interagency and intra-agency coordination to support the development and implementation of the Program.
Apply technical understanding of DAC technologies and potential business models to support the development of the program and guide the investments of the BIL Program.
Coordinate between the Department's efforts on other BIL provisions that are complementary to the execution of the DAC Hubs Program. This includes coordination with other DOE offices, such as the Office of Clean Energy Demonstrations, and departmental initiatives focused on implementation of the Justice40 Initiative.
Coordinate with the FECM research and development programs to ensure that the BIL Program is coordinated and leverages existing research, development, and demonstration investments.
Serve as technical and programmatic support for FECM and the Department's senior leadership as necessary, ensuring the Program is aligned with achieving office and departmental objectives.
Qualifications:

Qualified candidates must demonstrate:

Expertise in the science and engineering of carbon capture and gas separation technologies, with experience on DAC technologies preferred.
Knowledge of systems analysis, LCA, and TEA for carbon management technologies, with expertise on DAC technologies preferred.
Expertise on the design of complex engineered systems preferably for carbon management technologies, including potential CO2 offtake and market options, such as geologic transport and storage infrastructure and CO2 conversion technologies.
Knowledge of business and market deployment of novel, first-of-a-kind technologies, preferably on CDR, DAC, or carbon management technologies.
Skill in effective oral and written communication to convey information, explain issues, and persuade management, individuals, member of the public, or groups to accept a position or recommendations and accomplish objectives with which they might initially disagree or be reluctant to accept.
