MH] Creating a protein-based hydrogel that can be spread over oceanic desert expanses, and possibly mat creating microbes that concentrate varies elements found in such surface waters, and reducing both to Biochar after extracting the concentrated environmental resources, would more than likely help both mCDR needs and SRM needs as deployment of this combination can be scaled up rather rapidly while producing a variety of marketable products. 

Processing the volume and variaty of materials this method would generate can likely be worked out.
